Usually when Google has a special logo up, clicking on it will bring up an explanation. When I tried today, I got a page "Introducing artist themes for iGoogle (http://www.google.com/help/ig/art/index.html#name=koons)."
So, it appears that today it is their own advertising instead of honoring some past or current event.
Hovering over the image gives a tooltip of "By Jeff Koons." Googling Jeff Koons gets his wikipedia page, which explains that he's an American artist and includes:
He rendered a drawing similar to his famous "Tulip Balloons" for placement on the front page of the Internet search engine Google. The drawing greeted all who visited Google's main page on April 30, 2008 (that day being Queen's Day in the Netherlands).
Thanks. I don't see that at all. Mind you, if I enter www.google.com it takes me to www.google.ca automatically. I can then click on a link for google.com. But no fancy logo!

Looks like it's an introduction to the idea of "artist themes" for iGoogle.

Maybe it's to do with their new "artists' themes" thing.
