The Baen CDs are collections of Baen stuff in electronic format. They all have on them the following statement - "This disk and its contents may be copied and shared, but NOT sold. All commercial rights reserved." http://baencd.thefifthimperium.com/ has ISO images, zips of content, and on-line browseable copies of the content for all the CDs to date.
I'd bet the CD will have all of Herself's Baen books. Well, maybe not Cryoburn - the lead time is frequently such that they can't get the electronic version of the book they bind them into on the CD. It'll almost certainly have some other content - exactly what is the question.
